The purpose of a monitoring review is to evaluate the quality of a grant program, including its services and performances, to determine if the program is operating in compliance with the WIOA statute, regulations, and guidance in a manner that will ensure that the grant recipients achieve goals and outcomes.  

The Core Monitoring Guide (CMG) is a tool for Federal staff to review grant recipients’ core activities. The CMG provides a consistent framework that allows Federal staff to assess the compliance of a grant recipient in meeting the requirements outlined in the grant agreement.

The NFJP Supplement complements the Core Monitoring Guide (CMG) and is a tool for Federal staff to evaluate NFJP grants. This supplemental guide identifies compliance requirements that are specific to NFJP.
